The honest answer first: converting a JPG to PNG does not improve it. JPG compression already discarded detail, and PNG simply stores what remains without discarding any more. The file will get larger — often several times — while looking exactly the same.
That is still worth doing in two situations. The first is a tool that only accepts PNG: plenty of upload forms, favicon generators, sticker and print services, game engines and design pipelines reject JPG outright. The second is editing — each time you save a JPG it is re-compressed and loses a little more, so converting to PNG first means you can crop, annotate and re-save as many times as you like with no further degradation.
One thing PNG cannot do for you: add transparency. A JPG has no transparent pixels, and converting it produces a fully opaque PNG. To actually cut out a subject you need a background remover, not a format converter.
